TheCommunicationsRegulatoryAuthorityofNamibiaherewithgivesnoticethat,inconsultation withtherelevantlicensees,ithasreducedthemobileandfixedterminationrateseffectivefrom1 November 2013 as follows:

Section2(k)of theCommunicationsAct,2009(ActNo.8of2009)states that theobjectsof the Actare”toensurefaircompetitionandconsumerprotectioninthetelecommunicationssector.” Callterminationisamonopolyandoverwhelminginternationalevidenceexiststhatcost-based termination rates encourage competition and affordable pricing.

Cost-based terminationratesremovemarketdistortions andprovideefficientinvestmentincentives. Theneteffectoffaircompetitionislowercostsofcommunication,betterservicesandmoreequitable returnsoninvestmentforall operators.Itisthereforeclearthatbyloweringterminationratesthis objectiveoftheActwillbefulfilled.

The CommunicationsRegulatoryAuthority of Namibia,in terms of regulation8of the”Regulations RegardingtheSubmission ofInterconnectionAgreementsandTariffs”,in Government GazetteNo. 4714,NoticeNo.126,dated18May2011,herewithgivesnoticethatParatusTelecommunications (Pty)Ltdhasfiled a tariffwith theAuthorityassetoutinSchedule 1.

Any person may examine copies of the tariffs submitted at the head offices of the Authority during normal business hours and copies may be made on payment of a fee determined by the Authority. Copies are also available at www.cran.na where copies may be downloaded free of charge.

Thepublicmay submit inwriting to theAuthoritywrittencommentswithinfourteen(14) daysfrom thedateofpublicationofthisnoticeintheGazette.

ParatusTelecommunications(Pty)Ltdmay submit,inwriting totheAuthority,aresponseto anywrittencommentswithinfourteen(14)daysfromthelapsingof thetimetosubmitwritten submissions.
